The first rule of the quota is much like fight club's first rule, or more TIP-related, Mao's first rule.

I'm going to attempt to not break that rule. The Quota was started by RC Sam at West '09. And it has something to do with the dances. I can't tell you that. If you have Sam as an RC ever, you will find out what the Quota is. In West Term II 2010, Jeff's RAG (Jeff's Mancave) also adopted the Quota.
